The 2022 Legislative Session is off and running. The session was originally going to be a hybrid between virtual and in-person, but surging Omicron COVID cases have led to a mostly virtual session for right now. Both the House and Senate will be revisiting their plans on a week by week basis.
For business, the big news at the beginning of the session was the announcement by the majority leadership that they had agreement to pass legislation fully delaying the implementation of the state’s long term care act by 18 months. This bill, embodied in HB 1732, is had its first hearing today in the House Appropriations Committee, along with a bill – HB 1733 – that would allow exemptions for employees who are working in Washington but are out of state (along with other exemptions). Only HB 1732 is on the fast track. The business community is still lobbying for full repeal and disconnecting any future solutions on long term care from employment.
Police reform bills are also on the agenda. I’m not sure I’ve captured them all under “Other Chamber Bills,” but I will do my best to capture them over the next week. Some hearings have started to occur.
Also getting early hearings are four bills that effectively embody the building decarbonization proposal last year (HB 1854). These bills, opposed by much of the business community who want to retain the ability to utilize natural gas in buildings, have hearings this week and next week. They are highlighted below under the Climate Change category.
The supplemental transportation budget was heard this week in the transportation committees. Gaps in funding for major projects were brought up. We expect to see more policy bill hearings next week.
