QUICK REPORT
The House passed and the Senate Ways & Means Committee held a hearing on SHB 1095. This is the bill that will exempt all monies received in COVID relief funds from state taxation. This positive small business bill is expected to move through the Senate quickly and head to the Governor’s desk. In addition, the House passed and the Senate Ways & Means Committee held a hearing on ESHB 1368. This is a $2.2 billion measure to appropriate federal dollars in order to spend them. Money will be going to school districts to help the recover costs associated with the pandemic and safely reopen schools. Money will also be going to small business grants and public health programs. This bill also is expected to move quickly to the Senate floor for a vote.
ESSB 5061, the unemployment insurance tax relief bill has moved to the Governor’s desk and is expected to be signed shortly. The bill smooths out the social tax increases which will reduce the amount of money employers owe in UI taxes this year. The bill also increases the minimum weekly benefit amount and has language regarding additional benefits for voluntary quitting jobs for COVID related reasons, items that have many concerned about long term costs for the UI trust fund. More UI bills are being introduced that are more controversial and we expect UI to be an issue for the next two or three years.
SHB 1091, the low carbon fuel tax bill moved out of the House Environment Committee and had a hearing last night in House Appropriations. Many business organizations oppose this bill because of the impact on the cost of fuel. In addition, there are significant concerns about passing this tax without including it in overall transportation funding discussions – particularly since the major transportation plans all include increased gas tax and carbon taxes associated with transportation.
On transportation, so far we have seen three transportation proposals and are waiting on a proposal from the Senate Republicans. A document comparing the three put out so far is attached to this report. The two major proposals are from Rep. Jake Fey and Senator Steve Hobbs. Fey’s proposal is far more controversial because it spends $29 billion and has an 18 cent gas tax phased in over a number of years. It also includes a $15 per metric ton Carbon tax and assumes a low carbon fuel standard. Senator Hobbs proposal is a $16 billion proposal with a 6 cent gas tax that is not phased in. He has a $20 metric ton carbon tax or an option for a “cap and invest” proposal to raise money for transportation. Rep. Fey does not assume any bonding while Senator Hobbs’ proposal does include bonding. The SSCCLC needs to evaluate these proposals and make a decision on whether to support one or various elements of both.
Both proposals assume the Gateway project and other Connecting Washington projects move forward as planned. SSCCLC work also helped convince the Governor to not pause any portions of the Gateway project as originally proposed.
